Hurricane Debby (August, 2024)

Logistical Staging Area & Responder Support

In advance of Hurricane Debby’s landfall, LTS mobilized more than 1,000 pieces of equipment and 125 personnel to support life safety and critical infrastructure operations. Deployed assets included 110 generators, 95 pumps, 55 transport trucks, 33 all-terrain forklifts, 25 light towers, and 25 mobile HVAC systems staged for immediate response.

When updated forecasts placed the original Logistical Staging Area directly in the storm’s path, LTS relocated the entire operation in just four hours while continuing to dispatch equipment and personnel to active missions. There was zero mission downtime during the transition.

Simultaneously, LTS operated a fully self-sustaining 150-person off-grid responder base camp supporting Urban Search and Rescue teams. The camp included 15 bunkhouse trailers, 3 restroom trailers, 3 shower trailers, 1 laundry trailer, full power distribution, and a 5,000-square-foot climate-controlled dining facility serving up to 1,000 meals per day.

Hurricane Helene (September 2024)

Point of Distribution Operations & Accelerated Debris Removal

Following Hurricane Helene, LTS established and managed multiple Points of Distribution (POD) sites in coordination with FDEM and the Florida National Guard. LTS deployed personnel, material handling equipment, lighting, transportation resources, and complete POD support packages to distribute water, MREs, tarps, ice, and essential supplies to impacted communities. The operation included full site setup, traffic coordination, inventory management, and continuous resupply to ensure safe and efficient delivery of critical commodities to residents.

As Hurricane Milton approached, LTS was further tasked with an urgent pre-storm debris removal mission across vulnerable coastal areas. Within 12 hours of notice to proceed, LTS mobilized more than 500 operators and management personnel, 300 dump trucks, and over 100 heavy equipment assets. During a 60-hour surge operation, approximately 55,000 cubic yards of debris were removed, with LTS responsible for 45,000 cubic yards. This accelerated clearance effort reduced windborne hazards and mitigated additional environmental risk ahead of Milton’s landfall.

Hurricane Milton (October 2024)

Mass Care & Multi-Agency Base Camp Operations

During Hurricane Milton, LTS supported mass care operations and multiple off-grid responder base camps.

LTS established and operated a 500-person Alternate Care Shelter staffed by management and medical personnel. The shelter provided 550 cots with linen kits, more than 1,000 tables and chairs, full communications infrastructure including 3 Starlink systems, and served 1,800 meals per day along with refreshment and pet support services.

Concurrently, LTS operated a 300-person off-grid base camp for the Florida Department of Transportation and a 500-person off-grid base camp for the Florida National Guard. Combined, these operations included 75 bunkhouse trailers, 8 restroom trailers, 8 shower trailers, 4 laundry trailers, full prime power generation including multiple 500kW generators, and climate-controlled dining facilities capable of serving up to 1,500 meals per day.

In parallel with these life-support missions, LTS executed sustained debris removal operations across impacted coastal communities. Building on pre-storm clearance efforts, LTS ultimately removed more than 450,000 cubic yards of debris and sifted over 22,000 cubic yards of sand across more than 10 municipalities and counties. These operations restored safe access to roadways and public spaces, reduced environmental hazards, and accelerated community recovery.

2025 State Emergency Site Work

Infrastructure & Secure Perimeter Installation (Ongoing – July 2025 to Present)

Beginning in July 2025, LTS initiated ongoing site development and infrastructure improvements at state-managed emergency operations locations under tasking from the Florida Division of Emergency Management.

Scope of work includes grading and site preparation, asphalt paving, line striping, traffic control implementation, installation of secure perimeter fencing, and construction of controlled-access gate systems. These projects are being executed under active operational timelines and require coordinated mobilization of heavy equipment, skilled personnel, and strict adherence to safety and security standards.

EXECUTIVE TEAM

John Temperilli

Executive Vice President

John Temperilli provides executive oversight for LTS’s emergency response, debris management, and recovery operations nationwide. A seasoned disaster response leader, John brings decades of experience directing complex environmental and large-scale recovery missions for state and federal agencies.
 John has led multi-jurisdictional operations involving FEMA, EPA, USCG, and state emergency management agencies. He is a certified Type I & Type II Incident Commander, Registered Environmental Manager (REM), and Certified Environmental Auditor (CEA).
At LTS, John guides strategy, compliance, and quality assurance across all response missions, ensuring operations are safe, scalable, and fully aligned with FEMA Public Assistance and federal regulatory requirements.

Cameron Hamilton

Senior Vice President, Response & Recovery

Cameron Hamilton leads program-level strategy and operational alignment for LTS response and recovery missions. With senior executive experience at FEMA, the U.S. Department of Homeland Security, the U.S. Department of State, and Naval Special Warfare, Cameron brings deep expertise in large-scale, multi-agency emergency operations. A FEMA Contracting Officer’s Representative (Level III), certified EMT-Paramedic, and Hazardous Materials Technician, Cameron integrates federal response frameworks with state and local execution. His leadership ensures LTS operations align seamlessly with ICS/NIMS structures, Stafford Act authorities, and federal reimbursement requirements.
 He specializes in complex incident management, interagency coordination, and strategic response planning during high-pressure activations.

Kenneth DeCastro

Vice President, Development & Operations

Kenneth DeCastro oversees logistics coordination, resource integration, and recovery support operations for LTS deployments. A former Deputy Bureau Chief and Logistics Section Chief for the Florida Division of Emergency Management (FDEM), Kenneth has led statewide logistics operations during multiple hurricane activations.
His experience spans commodities distribution, staging area management, transportation coordination, and emergency contracting. Kenneth ensures seamless integration between field operations, state emergency management agencies, and FEMA reimbursement processes.
 A Florida Certified Contract Manager (FCCM) with extensive ICS training, he specializes in operational logistics scalability, vendor coordination, and real-time resource deployment under compressed timelines.
